Governance model and decision records
Publication: OpenForex Society / OpenForex Foundation. Updated 2026-09-24.
Status of the model
The OpenForex Society is the standard-setting core of the OpenForex Foundation. Its established standards service is supported by Visitor, Contributor, Editor, Maintainer, and Council responsibilities. This guide documents those responsibilities; appointment details and decision procedures are maintained in the applicable institutional records.
Responsibilities
Visitors examine public material. Contributors prepare changes and evidence. Editors maintain clarity and publication quality. Maintainers review technical meaning within assigned domains. Council decision responsibilities operate under the Society's governing authority.
The PHP portal has no built-in role enforcement. Access control in an optional wiki engine must be configured and tested separately. Editorial responsibility and application permissions should be documented independently.
Decision record
| Field | Purpose |
|---|---|
| Proposal and revision | Identify the exact text under consideration |
| Authority | Identify the rule authorizing the decision |
| Participants | Record reviewers and decision makers |
| Interests | Disclose relevant relationships and recusals |
| Evidence | Link analysis, alternatives, and unresolved objections |
| Outcome | State acceptance, revision, withdrawal, or rejection clearly |
| Effective scope | Identify affected versions and transition conditions |
| Follow-up | Record owners and unresolved work without inventing appointments |
Approval and publication
A Draft remains changeable. Review freezes an identified revision for assessment. Approved requires an authorized record. Deprecated preserves a previous publication while pointing to a replacement. Editorial publication alone does not move a standard through these states.
Disagreement and correction
Keep objections tied to claims and evidence. Record substantial unresolved objections rather than hiding them in an edit. Appeals and reconsideration follow the applicable governing procedure.
Funding separation
Financial support should be disclosed and should not purchase technical approval or undisclosed influence. The funding policy describes funding disclosure practices.
Read the governance overview and RFC guide.
Apply, review or submit
Read the public review and participation guide for standards responsibilities, evidence rules, independent decisions, journal sections and privacy. The participation desk lists current submission calls and accepts private reviewer and administrator applications or initial standards requests. Journal manuscripts use the journal author workflow. An application does not grant access or an appointment.
