# OPENFOREX SOCIETY # AUTHORITATIVE DATA CONSTITUTION ## OAS-1.0 — OpenForex Authoritative Observation Standard ### STATUS **AUTHORITATIVE CONSTITUTIONAL DATA STANDARD** This document resolves the production-data authority question for the Third Value / QASH system. It establishes: 1. what constitutes an authoritative OpenForex observation; 2. which external institutions may act as authoritative observation providers; 3. which observation families constitute C1–C4; 4. how provider independence is determined; 5. how observations are admitted; 6. how observations are versioned; 7. how revisions are handled; 8. how national-reference-currency dependence is controlled; 9. how genuine production data must be assembled; 10. what the OpenForex Society may and may not calculate from those observations. This document does **not** fabricate observations. It creates the authoritative **data-governance layer** under which genuine observations are admitted. --- # 1. FOUNDATIONAL PRINCIPLE The OpenForex Society does not claim to be the original statistical producer of national economic facts. The Society is the **authoritative custodian and methodological authority for the TVX/QASH observation framework**. Therefore: > An observation may originate from an external statistical, monetary, financial, market, or multilateral institution while becoming an authoritative OpenForex observation only after satisfying the OpenForex admission standard. The distinction is: ```text ORIGINAL DATA PRODUCER ↓ PUBLISHED OBSERVATION ↓ OPENFOREX VALIDATION ↓ OPENFOREX ADMISSION ↓ AUTHORITATIVE OBSERVATION ↓ C1–C4 CONSTRUCTION ↓ TVX ↓ Q(A) ↓ QASH ``` OpenForex must never alter an original observation merely to make it conform to TVX. --- # 2. AUTHORITATIVE DATA PRINCIPLE An OpenForex observation is authoritative when: ```text Authenticity + Provenance + Definition + Temporal integrity + Unit integrity + Revision integrity + Scope integrity + Transformation transparency + Provider qualification + OpenForex admission ``` are all satisfied. No single numerical value is authoritative merely because it comes from a prestigious institution. Authority belongs to the **observation plus its complete evidence record**. --- # 3. PRIMARY SOURCE HIERARCHY OpenForex shall use the following source hierarchy. ## Tier 1 — Official National Statistical / Monetary Authorities Examples include: * national statistical offices; * central banks; * national treasury/fiscal authorities; * official government economic-data agencies. These are the preferred original sources for domestic observations. --- ## Tier 2 — Treaty-Based / Multilateral Statistical Institutions Examples include: * IMF; * World Bank; * BIS; * OECD; * UN statistical system; * regional multilateral statistical institutions. These may provide harmonized or internationally comparable observations. A Tier 2 observation must identify whether it is: 1. directly reported by a country; 2. harmonized by the institution; 3. estimated; 4. interpolated; 5. modeled; 6. derived from multiple national sources. --- ## Tier 3 — Recognized International / Market Data Producers Examples may include: * recognized regulated exchanges; * recognized payment/settlement systems; * recognized commodity-market institutions; * professionally maintained financial-market reference systems. Tier 3 observations may be admitted where no adequate official Tier 1 or Tier 2 observation exists. --- ## Tier 4 — Research / Secondary Sources Academic datasets and professionally documented research datasets may be used for: * historical reconstruction; * validation; * gap analysis; * sensitivity analysis; * methodological research. They shall not automatically become production-authoritative. --- ## Tier 5 — Unverified / Informal Sources Social media, unsourced websites, anonymous datasets, scraped figures without provenance, AI-generated values, and undocumented estimates are **not authoritative OpenForex observations**. They shall not enter production. --- # 4. PROVIDER AUTHORITY The following principle is constitutional: > OpenForex does not create provider authority by name alone. A provider becomes authoritative only after an explicit admission record. Each provider must receive: ```text provider_id provider_name provider_type jurisdiction institutional_status source_endpoint observation_domains methodology_reference revision_policy publication_frequency historical_coverage access_method license_or_usage_basis independence_class validation_status admission_date admission_version ``` --- # 5. INITIAL AUTHORITATIVE PROVIDER CLASSES Codex shall create the production provider registry around the following authoritative classes. ## A. Monetary / Financial Primary candidate institutions: * central banks; * BIS; * IMF; * recognized official financial-statistics authorities. Observation families: * monetary aggregates; * policy rates; * market rates; * banking-system credit; * financial claims; * settlement-related observations; * reserves; * exchange-rate observations. --- ## B. Real Economy / Production Primary candidate institutions: * national statistical offices; * IMF; * World Bank; * OECD; * UN statistical agencies. Observation families: * national accounts; * real output; * nominal output; * production; * sectoral output; * productivity-related measures; * trade in goods and services. --- ## C. Prices / Purchasing Environment Primary candidate institutions: * national statistical offices; * central banks where they are the official producer; * IMF/OECD/World Bank harmonized datasets. Observation families: * consumer prices; * producer prices; * expenditure prices; * price-level observations; * purchasing-power-related observations. --- ## D. Labour / Economic Participation Primary candidate institutions: * national statistical offices; * ILO; * OECD; * World Bank. Observation families: * employment; * unemployment; * labour participation; * wages; * earnings; * labour income. --- ## E. External Economic Position Primary candidate institutions: * national statistical offices; * central banks; * IMF; * World Bank; * BIS; * UNCTAD where relevant. Observation families: * exports; * imports; * balance of payments; * international investment position; * external assets; * external liabilities; * trade structure. --- ## F. Settlement / Transaction Environment Primary candidate institutions: * central banks; * BIS; * recognized payment-system operators; * recognized settlement systems; * official financial-market infrastructure. Observation families: * payment volumes; * settlement values; * transaction values; * settlement activity; * clearing activity; * payment-system participation. --- # 6. C1 — AUTHORITATIVE DATA CONSTITUTION ## C1: PURCHASING COMMAND CAPACITY C1 shall be informed primarily by observations concerning the economic purchasing environment. Authoritative observation families include: ```text CPI / consumer prices price-level observations household consumption expenditure representative expenditure structures PPP observations wages / earnings relevant goods and services prices ``` C1 must not be defined solely as: ```text 1 / CPI ``` Nor may it be defined solely as PPP. Those are observations or derived measurements. C1 represents the purchasing-command dimension of ECC. The OpenForex methodology must determine the exact aggregation only after the authoritative observation set has been assembled. --- # 7. C2 — AUTHORITATIVE DATA CONSTITUTION ## C2: OUTPUT COMMAND CAPACITY C2 shall be informed by observations concerning economically produced output. Authoritative observation families include: ```text real GDP nominal GDP gross value added sectoral output industrial production agricultural production where relevant services output productivity observations tradeable/non-tradeable output where available ``` C2 must distinguish: ```text FLOW STOCK LEVEL PRICE VOLUME ``` Nominal output must not automatically be treated as real output. Real output must not automatically be treated as productive capacity. C2 is the output-associated dimension of ECC. --- # 8. C3 — AUTHORITATIVE DATA CONSTITUTION ## C3: STRUCTURAL ECONOMIC POSITION CAPACITY C3 shall be informed by observations describing the structural position of the monetary-economic entity. Authoritative observation families include: ```text sectoral composition trade structure external position labour structure capital formation government economic position financial-system position external assets and liabilities resource/productive structure economic participation ``` C3 must not become a disguised GDP ranking. GDP may contribute evidence, but C3 must preserve its distinct structural scope. The purpose of C3 is to capture the monetary-economic entity's **position within the wider economic system**. --- # 9. C4 — AUTHORITATIVE DATA CONSTITUTION ## C4: SETTLEMENT COMMAND CAPACITY C4 shall be informed by observations concerning the ability of the monetary unit and its associated financial system to participate in economically meaningful settlement. Authoritative observation families include: ```text payment-system values settlement values clearing activity banking-system transaction measures cross-border settlement financial-market settlement payment-system participation ``` C4 must not be replaced by foreign-exchange volume alone. FX turnover is evidence of market activity, not automatically evidence of settlement command. --- # 10. FOUR-CAPACITY DATA MATRIX Codex shall implement the following authoritative mapping. | Capacity | Primary observation domain | Secondary domain | | -------- | ------------------------------ | ------------------------------------ | | C1 | Prices / purchasing | wages, consumption, PPP | | C2 | National accounts / production | productivity, sector output | | C3 | Economic structure | external, labour, fiscal, financial | | C4 | Payments / settlement | banking and financial infrastructure | No single source is required to supply all four. This is intentional. The four capacities must remain observationally distinct. --- # 11. NO SINGLE-PROVIDER RULE No provider shall be permitted to determine the entire ECC measurement merely because it publishes many relevant datasets. The OpenForex Society shall preserve provider-domain independence. Therefore: ```text C1 ≠ necessarily same provider as C2 C2 ≠ necessarily same provider as C3 C3 ≠ necessarily same provider as C4 ``` Where one institution publishes multiple domains, the registry must identify the common provenance. Repeated use of the same underlying information must not be counted as independent evidence. --- # 12. INFORMATION-ID RULE Every observation must receive an immutable: ```text observation_id ``` and every underlying information source must receive: ```text information_id ``` If two datasets contain substantially the same underlying information, they must not be treated as independent observations merely because their series names differ. This rule directly addresses the double-counting problem discovered in EVM-1.2. --- # 13. OBSERVATION PROVENANCE Every production observation must preserve: ```text observation_id information_id provider_id series_id original_source source_url_or_endpoint publication_timestamp reference_period geographic_scope economic_entity raw_value raw_unit raw_currency seasonal_adjustment methodology_version revision_version retrieval_timestamp transformation_chain OpenForex_validation_status ``` No observation may enter production without provenance. --- # 14. ORIGINAL-VALUE PRESERVATION OpenForex must retain the original observation. Therefore the production record must contain: ```text RAW OBSERVATION + NORMALIZED OBSERVATION + TRANSFORMATION RECORD ``` The normalized value must never overwrite the raw value. --- # 15. USD-NEUTRALITY RULE A source that reports a value in USD is not automatically disqualified. However: > **USD-denomination in the source is an observation representation, not a TVX reference ontology.** Where a source reports international reserves in USD, for example, OpenForex must preserve the fact that the source itself uses USD. The TVX engine must not silently interpret this as: ```text USD = universal value ``` If conversion into another representation is required, the conversion must itself be documented. This is essential because established international statistical frameworks sometimes publish internationally comparable quantities in USD; OpenForex must preserve the provenance while preventing that reporting convention from becoming its constitutional anchor. --- # 16. GOLD-NEUTRALITY RULE Gold may appear as an economic observation. Gold may not become the universal reference value. Therefore: ```text Gold observation = admissible Gold as universal numeraire = prohibited ``` unless a future constitutional amendment explicitly establishes otherwise. --- # 17. EXCHANGE-RATE RULE Exchange rates are admissible observations. They are not the definition of TVX. Therefore: ```text Market FX rate ≠ TVX ``` Exchange rates may be used for: * validation; * market comparison; * settlement analysis; * external evidence; * transformation where constitutionally justified. They must not become the hidden reference currency mechanism. --- # 18. PPP RULE Purchasing Power Parity is an admissible observation family. PPP must not automatically become the entire definition of ECC. Therefore: ```text PPP → C1 evidence ``` not: ```text PPP → total economic value ``` --- # 19. GDP RULE GDP is authoritative economic evidence. GDP is not Q(A). GDP may inform C2 and C3. GDP must not become: ```text Q(A) ``` by substitution. --- # 20. POPULATION RULE Population is contextual/scaling information. It may be used where constitutionally justified for per-capita observations. Population is not itself economic value. Population must never independently determine Q(A). --- # 21. PROVIDER INDEPENDENCE CLASSES Every provider receives one of: ```text P0 — PRIMARY OFFICIAL P1 — MULTILATERAL OFFICIAL P2 — RECOGNIZED MARKET / INFRASTRUCTURE P3 — RESEARCH / SECONDARY P4 — UNVERIFIED ``` Production eligibility: ```text P0 = eligible P1 = eligible P2 = conditionally eligible P3 = research/validation only unless explicitly admitted P4 = prohibited ``` --- # 22. DATA ADMISSION STATES Every observation must have one of: ```text DISCOVERED RETRIEVED AUTHENTICATED VALIDATED ADMITTED PRODUCTION SUPERSEDED REJECTED QUARANTINED ``` Only: ```text PRODUCTION ``` may enter live production valuation. --- # 23. REVISION RULE Official statistical revisions are not automatically errors. If a source legitimately revises: ```text X₁ → X₂ ``` OpenForex must preserve both vintages. The latest valid observation may become the current production observation while the earlier vintage remains historically reproducible. Therefore: ```text historical valuation ``` must remain reproducible from its historical data vintage. --- # 24. PROVIDER REPLACEMENT RULE A provider cannot simply be replaced because another provider produces a more convenient number. Replacement requires: 1. documented reason; 2. observation-definition comparison; 3. overlap analysis; 4. transformation analysis; 5. continuity analysis; 6. independence analysis; 7. approval record. --- # 25. MISSING DATA RULE Missing data must remain missing. Do not silently substitute: * zero; * previous value; * USD equivalent; * estimated value; * interpolated value. Any estimate or interpolation must be explicitly identified and must not automatically receive the same authority status as an original observation. --- # 26. ESTIMATION RULE Estimated observations may enter a research dataset. They may enter production only if: 1. estimation methodology is authoritative; 2. estimation uncertainty is recorded; 3. provenance is preserved; 4. the observation is explicitly marked estimated; 5. production policy permits the estimate. --- # 27. SYNTHETIC DATA PROHIBITION The following are prohibited from production: ```text fabricated observations placeholder economic values random test observations AI-generated economic observations manually invented provider data hard-coded QASH values hard-coded FX values presented as authoritative ``` Synthetic data may exist only in tests explicitly marked: ```text TEST / NON-PRODUCTION ``` --- # 28. DATASET COMPLETENESS A production valuation batch is complete only if every required entity and observation period has sufficient observations for all constitutionally required C1–C4 dimensions. Define: ```text C1 coverage C2 coverage C3 coverage C4 coverage ``` separately. A dataset with excellent C1 and C2 coverage but no C4 data is **not a complete ECC production dataset**. --- # 29. TEMPORAL ALIGNMENT Observations from different frequencies must not be combined without a documented temporal alignment rule. For example: ```text daily monthly quarterly annual ``` must not be treated as contemporaneous merely because their calendar labels overlap. Every production observation must have: ```text reference_start reference_end publication_time effective_time ``` where applicable. --- # 30. CROSS-SOURCE VALIDATION OpenForex shall compare observations across independent sources where possible. Disagreement does not automatically mean one source is wrong. Instead record: ```text source A source B definition A definition B period A period B unit A unit B difference explanation resolution ``` If disagreement cannot be resolved, preserve both and classify the conflict. Do not average them merely to remove disagreement. --- # 31. AUTHORITATIVE DATASET VERSION Every production dataset shall have: ```text dataset_id dataset_version constitutional_version methodology_version provider_registry_version observation_count entity_count period_coverage creation_timestamp validation_timestamp approval_timestamp dataset_hash ``` --- # 32. OPENFOREX DATA HASH The production dataset must be reproducible by hash. The hash must cover: ```text observation identity raw values units periods providers provenance transformations dataset version ``` Any change to authoritative data must therefore create a new dataset version. --- # 33. PRODUCTION DATA APPROVAL No production dataset becomes authoritative merely because it exists in the database. It requires an approval record containing: ```text dataset_id dataset_hash provider_registry_version methodology_version constitutional_version validation_result coverage_result independence_result transformation_result approver approval_timestamp approval_status ``` --- # 34. OPENFOREX SOCIETY DATA AUTHORITY The Society's authority is therefore: ### It MAY: * define admissible observation classes; * qualify providers; * validate provenance; * preserve historical vintages; * approve observation admission; * define transformation rules; * construct C1–C4; * define TVX methodology; * approve Q(A) calculations; * approve QASH normalization. ### It MAY NOT: * fabricate missing observations; * alter official statistics without disclosure; * silently substitute data; * declare an arbitrary number to be QASH; * select a provider merely because it produces desired results; * make USD the constitutional reference; * make gold the constitutional reference; * make GDP the constitutional definition of value. --- # 35. INITIAL PRODUCTION PROVIDER REGISTRY Create the registry with these institutional categories and then populate exact series only from verified provider endpoints: ```text NATIONAL_STATISTICS_OFFICES CENTRAL_BANKS IMF WORLD_BANK BIS OECD UN_STATISTICAL_SYSTEM ILO RECOGNIZED_PAYMENT_SYSTEMS RECOGNIZED_SETTLEMENT_SYSTEMS RECOGNIZED_MARKET_INFRASTRUCTURE ``` Do not populate individual series with guessed URLs. Every individual series must be discovered, verified, and registered from its authoritative source. --- # 36. INITIAL DATASET SPECIFICATION The first genuine production dataset must cover the four dimensions: ## C1 At minimum: * consumer-price observations; * purchasing-power observations where available; * relevant consumption/expenditure observations; * wage/earnings observations where required by methodology. ## C2 At minimum: * real output; * nominal output; * national-account output; * sectoral output where required. ## C3 At minimum: * external economic position; * trade; * labour/economic participation; * structural production; * financial/economic position. ## C4 At minimum: * payment/settlement observations; * banking-system activity; * settlement infrastructure observations; * cross-border settlement where available. The exact series selection must be approved against the C1–C4 methodology. --- # 37. IMPORTANT DISTINCTION: AUTHORITY VS AVAILABILITY A provider may be authoritative without currently supplying every required observation. A dataset may be authoritative without being complete. Therefore: ```text AUTHORITATIVE PROVIDER ≠ COMPLETE DATASET ``` and: ```text COMPLETE DATASET ≠ VALIDATED DATASET ``` and: ```text VALIDATED DATASET ≠ PRODUCTION APPROVAL ``` These statuses must remain separate. --- # 38. THE PRODUCTION GATE Codex shall replace the current vague blocker: > "No authoritative data" with the following precise status model: ```text CONSTITUTIONAL AUTHORITY = ESTABLISHED PROVIDER AUTHORITY = REGISTRY REQUIRED OBSERVATION AUTHORITY = ADMISSION REQUIRED DATASET COMPLETENESS = EMPIRICAL PRODUCTION VALIDATION = EMPIRICAL PRODUCTION ACTIVATION = BLOCKED UNTIL ABOVE COMPLETE ``` Therefore the system is no longer blocked because OpenForex lacks a definition of authoritative data. It is blocked because **the actual genuine observations have not yet been ingested and approved**. That is the correct production state. --- # 39. REQUIRED IMPLEMENTATION Codex shall now implement: ```text ProviderRegistry ObservationRegistry InformationRegistry ObservationAdmission ProviderQualification ObservationValidation TransformationRegistry DatasetVersioning DatasetHashing RevisionManagement CoverageValidation IndependenceValidation ProductionApproval ``` The system must enforce the constitutional rules above. --- # 40. REQUIRED OUTPUTS Create: ```text authority/ OAS-1.0-AUTHORITATIVE-DATA-CONSTITUTION.md provider-registry.json observation-registry.schema.json information-registry.schema.json transformation-registry.schema.json dataset-manifest.schema.json production-approval.schema.json provider-admission-policy.md observation-admission-policy.md data-quality-policy.md revision-policy.md independence-policy.md ``` And create a machine-readable: ```text OAS-1.0-AUTHORITY-MANIFEST.json ``` containing: ```text standard_id standard_version constitutional_status authorized_observation_domains authorized_provider_classes authorized_capacity_mapping prohibited_data_classes required_provenance_fields required_validation_fields production_gate ``` --- # 41. FINAL AUTHORITATIVE STATEMENT The following statement shall appear verbatim in the constitutional document: > **The OpenForex Society does not manufacture economic reality and does not designate a national currency as the universal measure of economic value. It establishes an authoritative framework through which genuine observations of monetary-economic states may be identified, authenticated, preserved, transformed transparently, compared, and admitted into the Third Value system. Third Value is constructed from constitutionally admissible observations of Economic Command Capacity across four distinct dimensions: purchasing, output, structural economic position, and settlement. Q(A) is a derived scalar representation of that relational economic structure, and QASH is its unit of account. No observation becomes authoritative merely by numerical availability; authority requires provenance, definition, integrity, admissibility, and OpenForex approval.** --- # 42. FINAL DECISION FOR THE CURRENT PRODUCTION PREFLIGHT After implementing this constitution: ```text ECONOMIC PROPERTY DEFINITION → RESOLVED OBSERVATION DEFINITION → RESOLVED TRANSFORMATION DEFINITION → RESOLVED DENOMINATION DEFINITION → RESOLVED AUTHORITATIVE DATA STANDARD → RESOLVED PROVIDER REGISTRY → MUST NOW BE POPULATED WITH VERIFIED REAL PROVIDERS PRODUCTION DATASET → MUST NOW BE POPULATED WITH GENUINE OBSERVATIONS C1–C4 COMPLETENESS → MUST NOW BE DEMONSTRATED EMPIRICALLY PRODUCTION ACTIVATION → REMAINS BLOCKED UNTIL EMPIRICAL DATA REQUIREMENTS PASS ``` Do not weaken the final production gate merely to obtain a green status. The objective is: > **Green because the evidence is genuine—not green because the checks were made permissive.** # END OF OAS-1.0
