# TVX-CS-1.0 — CONSTITUTION

Specification candidate. **METHODOLOGY_PENDING. No ratification or methodology approval.**

## Governing boundary

**Decision C — CONSTITUTIONAL GAP REMAINS.** CS-1.0 defines a specification and a gate; it does not choose an economic measurand, ratify a new clause or approve a production methodology. It is a constitutional specification phase, not EVM-1.9. The governing principles are: do not calculate what has not first been defined; do not define what the evidence does not justify.

The architecture is prescribed for admitted instruments and their legal quantities. The economic reality represented by one instrument unit remains undefined. This contract specifies the requirements an interpretation must meet and makes that missing interpretation an explicit variable. Its adopted requirements are requirements of this deliverable, not a claim of institutional ratification.

## Minimum normative obligations

1. **Attribution:** identify the admitted instrument, legal quantity/unit version, associated economic bearer and attribution boundary independently of final TVX. A currency is not identical to its economy or a productive agent.
2. **State:** address the relevant bearer condition by time/interval and comparison context. Physical condition, measurement release and revision are distinct. State coordinates are target-dependent.
3. **Property and relevance:** define P_STAR independently of final TVX and specify which differences in the eligible state domain matter for each permitted comparison context. A derived index cannot supply this definition merely by being computable.
4. **Observation:** justify an admissible measurement law and provenance. Direct, derived, proxy, contextual, normalization and validation roles must remain explicit. Latent measurement is allowed if identified under an independently justified law.
5. **Transformation:** specify the admissible group, legal-unit conversions and context transitions. Harmless representation changes require demonstrated invariance or covariance; named transformations have no automatic neutral status.
6. **Distinction:** observations must identify the relevant property class, and comparisons must be constant on products of those classes in both comparison slots. Missing values cannot prove equivalence. Test all permitted contexts, not just one convenient pair.
7. **Capacity bridge:** preserve all four frozen dimensions and justify their roles/measurement maps and compatibility with the intended economic comparison. No common primitive is presumed.
8. **Relation:** preserve positive, oriented quantitative comparison, identity, reciprocity and path consistency on eligible connected contexts. Economic validity is required in addition to algebraic coherence.
9. **Denomination:** interpret the scalar in a common QASH unit under an authorized legal/unit and temporal convention. A common mathematical gauge is not a measured monetary magnitude or a balance-conversion permission.

These are necessary obligation families relative to the retained architecture, not a claim of one uniquely smallest independent axiom basis. Provider choices, item lists, empirical weights, transport, hash algorithms and arbitrary baseline dates are not constitutional assumptions.

## Preserved mathematics and dimensional names

Retain the original frozen Purchasing Capacity, Productive Capacity, External Sustainability Capacity and Reserve Settlement Capacity names and exponents. Later output-associated, structural-position and matched-settlement descriptions qualify the proposed indices; they do not silently rename or amend the freeze. For a fixed complete positive N-field, V is numerically fixed. An arbitrary Q-only rescaling is not a symmetry of this fully specified equation.

The requested conceptual chain explains legitimacy, not a new computational ordering. Its R→representative theorem must agree with the existing N→V→Q→TVX algorithm. No alternative Q formula is adopted.

## Sufficiency and single earliest gap

The current contract is **not constitutionally sufficient** to instantiate a methodology. It is not methodologically implementable as an economically justified production method and is not empirically validated. Existing software can calculate the proposal on synthetic inputs; that is a separate fact.

**MISSING CONSTITUTIONAL VARIABLE: P_STAR.** The independently defined comparison-relevant economic property of one declared admitted instrument quantity, attached to a bearer and scope, with an economic relevance/invariance clause. Without it, different command, opportunity, production or relational interpretations can require different distinctions, so an observation law cannot be justified against one intended target.

**WHAT CURRENT EVIDENCE ESTABLISHES:** admitted instruments/common-reference purpose, frozen output equation, derived capacity scopes, conditional observation sufficiency and representation results.

**WHAT CURRENT EVIDENCE DOES NOT ESTABLISH:** the intended bearer-to-instrument attribution or the economic property whose distinctions the relation must preserve.

**WHAT DECISION WOULD RESOLVE IT:** an authorized exact-text interpretation naming whose property is represented by which legal instrument quantity, over which state/context domain, and which changes are relevant. No numerical target or favored dataset may define that clause.

This is the single earliest definitional gap, not an assertion that accepting one phrase resolves every downstream issue. Observation adequacy, capacity correspondence, temporal bridges, missing authority texts and unit magnitude still require their own justified decisions. Their exact variables and owners appear in the decision-authority contract.

## Plain-language synthesis

**What is TVX actually comparing?** Formally, the prescribed relation compares QASH-denominated representations of admitted instrument quantities at a declared context. The implemented proposal compares restricted derived capacity indices. It has not identified a universal economic property represented by those indices.

**What is Q(A) actually representing?** A derived scalar amount under the frozen V/QASH prescription; an independently justified coherent economic relation could support a common-scale representative. Neither fact establishes an intrinsically scalar economic reality.

**What is QASH actually denominating?** Interpreted scalar amounts and recognized monetary balances/obligations under its accounting convention. The Standard also prescribes exchange, settlement and holding roles. Computation here neither implements all those functions nor assigns a uniquely measured magnitude.

**What must be defined before legitimate numerical Q(A)?** Eligible instrument quantity/bearer attribution, dated/contextual state domain, independent property/relevance, admissible sufficient observations and transformations, four-capacity correspondence, coherent relation and meaningful denomination.

**Has the boundary been crossed?** The project has entered constitutional specification: categories, obligations, authority and decision gates are explicit. It has not crossed the sufficiency gate into approved methodology construction. No additional EVM stage is automatically opened.
