# Society review, applications and submission routes

Published by OpenForex Society. Workflow guide updated 2026-10-19. This guide explains the implemented standards and journal workflows. It does not create an appointment, constitutional amendment, voting rule, deadline or approval.

The [public participation desk](https://openforex.io/governance/participate) explains responsibilities, lists current calls, accepts private role applications and initial standards requests, and provides private request tracking. Readers do not need a governance account to read the rules or apply. The [journal](https://openforex.io/journal/) accepts manuscripts through its own author workflow.

## The governing texts

Read the [OAS-1.0 Authoritative Data Constitution](?page=docs/OAS-1.0-AUTHORITATIVE-DATA-CONSTITUTION) and [TVX Constitutional Specification CS-1.0](?page=docs/TVX-CS-1.0-CONSTITUTION). They are primary texts, separate from this operational explanation. Publishing them does not assert that a dataset meets their requirements or that QASH production has been authorized.

Original retained source bytes are available as [OAS-1.0 text](https://openforex.io/governance/rules/oas-1.0.txt) and [CS-1.0 text](https://openforex.io/governance/rules/cs-1.0.txt). Their SHA-256 hashes are respectively `48fd0728abdc77c4efd4b7524aeda4195647562c65f123ac586dcdf4de6c5dcf` and `505d546d15afc90961995e1746e5d6cea5c7c7871fa83cdf7143131ef097e072`.

## Applications, appointments and assignments

An application states an interest and provides evidence of competence. Staff screen identity, expertise, availability and conflicts. An authorized appointment gives a defined capability; a separate assignment gives responsibility for an exact submission and stage. These are three separate steps. A public application never creates administrator privileges, changes an existing account, or assigns an economic decision to its applicant.

Applications should include a name, contact email, affiliation if applicable, requested scope, relevant public work, expertise, availability and an explicit conflicts declaration. Administrator applicants should explain relevant governance, records or editorial experience and the intended scope of authority. Do not submit passwords, authenticator keys, identity documents, private manuscripts or confidential third-party information.

Society administrators coordinate intake, maintain accountable records, appoint reviewers, assign stages and register exact draft methodologies. Administrative access does not confer economic approval authority. Privileged Society appointments require verification and the applicable institutional authority; approval of application screening alone does not grant that appointment. The journal owner or an authorized journal manager separately appoints editorial staff and reviewers in the journal.

## Standards responsibilities

| Responsibility | Work and limit |
| --- | --- |
| Evidence researcher | Finds primary sources, retains original bytes, prepares provenance and proposes missing or corrected observations. Does not admit their own evidence. |
| Data Authority | Independently qualifies providers, verifies observations, assesses gap closure and reviews the complete input binding. Must be distinct from the evidence submitter and independent production reviewer. |
| Construction Authority | Reviews exact C1–C4 aggregation, normalization, temporal alignment and versioned implementation. Construction approval does not complete missing data. |
| Constitutional Reviewer | Checks an exact registered method against retained constitutions; is independent of the registrar and construction/methodology authorities. |
| Methodology Authority | Approves the registered method after required independent reviews and activates only after complete empirical validation. Cannot approve its own registration. |
| Independent production reviewer | Inspects the exact candidate, records findings and decides approve, request changes or reject within the assignment. Must be independent of data admission, construction review and candidate preparation. |
| Society administrator / registrar | Coordinates people and records, registers exact draft methods and publishes calls. Cannot use administrative access to bypass evidence or approval requirements. |

Qualified people may hold compatible capabilities. The actual assignment and decision checks enforce independence. Disclose institutional, financial, employment, collaboration and prior-preparation relationships; seek reassignment when necessary. No applicant is promised a role or an approval outcome.

## Standards stages and evidence flow

1. Submit a bounded proposal, question, evidence offer, reproduction plan or correction through the corresponding public call. Identify exact versions and public source references. Staff screen and route it; recommendation acceptance alone admits no data.
2. Complete formal construction approval before admissions change the original evidence binding. Register the exact methodology proposal and appoint its authorities. An unchanged construction keeps its existing immutable method approval; a fresh dataset still needs subsequent exact review.
3. The administrator starts an empirical remediation workspace and appoints researchers to individual gaps and a separate Data Authority. Tasks appear on reviewer home even when the researcher has no ordinary assessment assignment.
4. Researchers retain original files with actual HTTPS source addresses and retrieval times. Propose qualified provider versions with identity, official hosts, definitions, domains, coverage, revision policy, usage basis and provenance cluster. Independent acceptance invokes the existing qualification and admission checks.
5. Propose missing or corrected observations with exact numeric source extraction, evidenced publication time, raw units and currency, reference interval, scope, classification and underlying information lineage. The Data Authority can accept, request changes or reject with rationale and fresh authenticator confirmation. Failed validation leaves the proposal pending.
6. Submit admitted observations that resolve each precise gap and explain period, population and comparability. Gap closure receives its own independent assessment. An old source receipt or broad family-coverage label is insufficient.
7. Bind all four capacities over the unchanged complete common comparison domain. Select supporting families, state canonical units and document supported physical or legal conversions. The Data Authority independently assesses this exact selection and input binding.
8. Run complete validation for a new dataset version. It checks all gaps, current admissions, source replay, exact periods, coverage, information and institutional independence, transformations, and the frozen computation with mathematical reproduction. A BLOCKED report identifies the remaining work.
9. A current PASS report permits the administrator to freeze a fresh candidate and new review ID with fresh authenticator confirmation. The server reruns validation. Old dataset assignments and decisions are not copied; prior construction approval and full source-proposal history remain inspectable.
10. Appoint the new candidate's reviewers. Complete exact methodology registration, independent constitutional review, methodology approval and activation. The registrar cannot approve their own method; activation needs complete admitted empirical evidence.
11. The independent production reviewer records a separate exact-dataset decision. Inspection and findings can proceed while approval is blocked. Request changes or reject when justified; findings alone do not approve production. Final approval waits for the required recommendation, admissions, formal decisions, activation and full validation.

Researchers and authorities use their own Society accounts. Invitations guide secure enrollment and authenticator setup. Formal decisions still require a fresh authenticator code when sign-in 2FA is turned off. Mailbox, journal and Society credentials are separate. Never share setup, recovery or private tracking links publicly.

## What makes an observation admissible

Preserve immutable original bytes, SHA-256 receipts, exact published values, units, legal currency where relevant, definitions, entity and geographic scope, reference periods, source frequency, publication and retrieval times, methodology and revision evidence. An economic reference year is not a publication timestamp. Preserve the difference between report publication, database updates, file metadata and retrieval.

Provider discovery, institutional qualification and explicit admission are separate. Eligible primary or harmonized sources are not automatically admitted. Conditional and exceptional classes require their additional justification; unverified sources remain inadmissible. Usage and redistribution rights cannot be invented.

Wrapper series and republished statistics are not independent new facts. Preserve original producer, underlying information identity and institutional provenance clusters. Two provider IDs alone do not establish independent economic information. The full current admission and dataset checks still apply.

Match quality, scope, geography, denominators and time intervals. Monthly or quarterly records do not become annual facts by relabelling them. Missing evidence remains missing; do not substitute zero, a constant, an unreviewed model or a proxy described as an observation. Source replay establishes numeric equality with retained bytes; human review must still establish economic meaning.

The approved exact construction defines C1 purchasing capacity, C2 productive capacity, C3 external sustainability capacity and C4 reserve settlement capacity. Supported physical or legal unit conversions need retained evidence. Neutral normalization is computed over the specified complete contemporaneous common domain. An applicant cannot choose a preferred national or commodity anchor or manually enter normalization results to obtain approval.

Corrected provider metadata, observations and datasets use new immutable versions with links to earlier records. If admissions or provider eligibility change, validation must run again. The original TVX-2.6 submitted packet's 19 missing or insufficient observations illustrate why a new complete candidate is required; the number is a version-specific historical fact, not a live count for all future work.

## Journal sections

| Section | Appropriate material | Assessment |
| --- | --- | --- |
| Research articles | Original question, method, evidence, results and limitations | Editorial screening and external review |
| Methods and data | Reproducible techniques, datasets and implementation studies, with provenance, units, periods, transformations, code and reuse conditions | Editorial screening and external review |
| Review essays | Critical synthesis with transparent literature selection, attribution and comparative analysis | Editorial screening and external review |
| Commentary and correspondence | Focused arguments, responses and scholarly correspondence | Editorial assessment, distinguished from external peer review |

Read [journal author guidelines](https://openforex.io/journal/index.php/society/about/submissions), register or sign in, and choose the section in the journal submission wizard. Include complete references, data availability, author consent, funding, conflicts and substantive AI-use disclosures. Keep identifying title pages separate from anonymized review files and file properties.

Editors screen scope, rights, evidence and anonymity, select qualified reviewers and manage conflicts. The configured research process is double-anonymous. Current default targets are two weeks to respond and four weeks for a report; assignments communicate the actual expectations and no turnaround is guaranteed. Reviewers assess methods, data, statistics, citations, reproducibility and limitations; separate essential corrections from optional suggestions and send confidential concerns to the editor.

The editor decides whether to decline, request revisions or accept. Authors use their existing submission and round to respond point by point and upload revisions. Accepted work proceeds through copyediting, author queries, proofs, galleys, metadata, agreed rights and publication scheduling. Upload, recommendation and acceptance are separate from actual publication. Correct published work with a dated explanation linked to the affected version.

Journal reviewers and editors use the journal workspace. Society standards access does not grant editorial permissions, and a journal article does not admit a dataset or activate QASH production. General calls do not create a special issue, fee, indexing claim or publication guarantee.

## Calls, private requests and feedback

The [public calls board](https://openforex.io/governance/participate#calls) distinguishes role applications, initial standards proposals, provider evidence, observation gaps, construction analysis, constitutional analysis, methodology assessment, independent reproduction, production-review expressions of interest, corrections, and the four journal sections. Read required material and any stated UTC deadline. Calls without a deadline are rolling invitations. Closed calls accept no new requests; assigned revisions continue in their existing workspace.

For an initial Society request, submit the form and save its private tracking link. No link is emailed by this form. The holder can read the corresponding application and applicant-visible feedback; internal staff notes are excluded. Staff can mark a request under review, request changes, decline, refer it to standards or editorial handling, approve application screening for a separately verified appointment, or close it. A requested correction creates a linked new request rather than overwriting the original. Screening never grants a role, economic approval or publication.

Public applications and their contact details do not appear on the calls board. Authorized Society administrators screen them privately, and may refer journal-related applications to authorized editorial staff. Contact ownership and identity are not verified by typing an email into the form. The [participation privacy notice](https://openforex.io/governance/participate#privacy) explains this intake; [journal privacy](https://openforex.io/journal/index.php/society/about/privacy) covers journal accounts and manuscripts. Contact standards@openforex.io or editorial@openforex.io with the request or manuscript reference when help is needed.
